Sri Lanka Temporarily Halts Starlink Services

Sri Lanka has reportedly decided to temporarily suspend Starlink’s satellite broadband services until the government ensures the right to access data and communication details from service providers in cases involving national security threats.

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) had previously granted a license to Starlink, a division of Elon Musk’s SpaceX, to provide satellite broadband services in the country during the previous administration in 2024.

Regulatory Changes and Starlink’s Entry into Sri Lanka

During the same period, Sri Lanka’s Parliament passed a new Telecommunications Act, marking the first major amendment to telecom regulations in 28 years. This legislative change allowed Starlink to enter the Sri Lankan market.

In March 2024, Starlink submitted a proposal to launch operations in Sri Lanka. Under the current administration, TRCSL approved Starlink Lanka (Pvt) Ltd to operate and introduced five service packages priced between LKR 9,200 and LKR 1.8 million per month.

Government Seeks Access to Communication Data for Security

When asked about the latest developments, Deputy Minister of Information Technology, Eranga Weeraratne, stated that Starlink services can only resume if the company guarantees legal access to communication data when required for national security reasons.

“When the license was initially granted, there was no provision ensuring this access,” he explained.

He further highlighted concerns that Starlink services could be misused for illegal activities. If such cases arise, Sri Lanka’s security agencies must have the right to access relevant data for legal action.

Discussions Still in Early Stages

The government will not approve the continuation of Starlink services unless data access rights are guaranteed. Discussions are still in the preliminary phase, with the Ministry of Defense and TRCSL currently negotiating with Starlink.

The Sri Lankan government emphasizes the need for national security measures, and until an agreement is reached, Starlink services will remain suspended. This decision marks a significant step in the country’s modern telecom landscape, as authorities strive to balance technological progress with national security.
